Shakir was born to parents Attiyah Shakir and Ramona Shakir on 3rd February 2000. He is 22 years of age now.
His father Attiyah served as a master sergeant in the Marines. He spent his childhood in Hawaii and Japan until he was in sixth grade. Later, the family moved to the United States and settled in Southern California.

Khalil has three siblings and all are athletes. His older brother, Attiyyah Shakir Jr. ran track at Coker University and his older sister Rahni Shakir is on the track and field team at Livingstone College. Similarly, his younger brother Tyreese Shakir is a rising sophomore defensive back at FCS-level Portland State.
The 22-year-old grew up with his parents and three siblings in Murrieta, California, United States.

Shakir played football at Vista Murrieta High School in Murrieta, California. There, he was ranked the 18th-best athlete in the nation and 46th-best recruit in California by 247sports.
After high school, he committed to Boise State University to play college football. He had 16 receptions for 170 yards with one receiving touchdown and one rushing as a freshman. In his junior year, he had 52 receptions for 719 yards and six touchdowns.
Khalil was selected by the Buffalo Bills in the fifth round, 148th overall, of the 2022 NFL Draft.
